Meeting Agenda

1. Continued work on legislation for 2017

A. Sharing final language and support letter template for AB 90 to push for a moratorium on the use of CalGang until concerns raised by the audit are addressed; to push for DOJ oversight of shared gang databases inclusing CalGang; and to strengthen the purge process
B. Building a strategy to challenge SB 505, a watered down gang database administration bill introduced by the statewide association of Police Chiefs and authored by Senator Mendoza to compete with AB 90.
C. Updates on changes to SB 54 that requires that prison and jail administrators (California Department of Corrections and Rehabilitation and County Sheriff’s as well as those local municipal law enforvement departments that run jails) to share detention and release information with the federal government.  We will discuss whether we should support or work to kill the bill given the amendment.
D. Updates and action needed on other immigrant protection bills moving through the State Legislature
2. Updates and Review Coalition Action Plan Developed at the Last Meeting and Plan for First Action(s) for 2017
A. Implementation updates from groups and communities testing SB 458 and AB 2298
B. Report Backs from each sub-committee

ABOUT AB 2298 and SB 458
THIS COALITION GROWS OUT OF THE WORK OF THE PASS AB 2298 COALITION. IN 2017, ASSEMBLY BILL 2298 WAS SIGNED INTO LAW!!!
UNDER THE NEW LAW, AB2298 WILL: (1) Ensure people of all ages right to notification, right to challenge designation with the law enforcement agency, and right to appeal to Superior Court if they are added to a shared gang database (including but not limited to CalGang); and (2) Require the State of California to release data every year covering the numbers and demographics of people added or removed from shated gang databases.  AB2298 built on another law we passed in 2012 – SB 458 – that gave these rights to youth under 18.
